If you've wondered what the city is doing about homelessness, Friday's State of Homelessness Summit at Boutwell Auditorium laid it out. Birmingham set a goal to cut chronic homelessness by 40% over two years and is investing $3 million in programs and services. Alannah Melton, the city's director of Unhoused Strategies, said about 500 people fit that category, so the goal means housing about 200.

  • Beds: goal of adding 500 over two years
  • : room for 100 people now
  • Jimmy Hale: 100 more emergency beds expected by this time next year
  • Micro-shelters: all 15 at Home for All are full

Leaders also unveiled "Birmingham Goes Home", which officials said will focus on how the city handles encampments and moves people into housing. Details were limited. One number in the city's roadmap is going the wrong way: 777 Birmingham City Schools students are listed as homeless, up from 649 last year.

“Homelessness is not just a City Hall issue. It's not just a City Hall problem. And City Hall is not responsible for the solutions in isolation. This is a community problem.”

Ensley

Birmingham tells a judge it wants a library on the Ramsay-McCormack site in Ensley

If you've watched Ensley wait on , there's a new plan. Mayor Randall Woodfin appeared in court Thursday and said the city wants to build a public library on the property instead of a redevelopment expected to bring nearly 190 jobs. Special Master Ken Simon told the court the remaining partners of Ensley District Developers would step away after developer Irvin Henderson died in August.

  • Judge's deadline: 60 days to firm up the plan
  • Next hearing: Feb. 3, 2027
  • Designers: the architects behind Irondale's new library
  • Original plan: a five-story, $20 million development

Ramsay-McCormack has waited years for a rebuild

  2. 2021Ensley District Developers demolish the building
  3. April 2026Judge essentially gives developers until the end of August to start vertical construction
  4. Aug. 2026Developer Irvin Henderson dies in North Carolina
  5. Nov. 5Woodfin tells the court the city plans a library
  6. Feb. 2027Next court hearing is scheduled

Attorney Antonio Spurling, who has sued the city on behalf of Ensley businesses, said the city is in "noncompliance to a court order." He acknowledges a library could benefit residents but questions whether the smaller project will deliver the same economic impact.

The city must also regain control of the property from the previous developers and take its proposal to the Birmingham City Council.

“I will tell you, Ramsay-McCormack is an exception. That is taking way too long. That's unacceptable.”

A second report on Hoover's computer systems, dated July 26, 2024, is at the center of a dispute. Mayor Nick Derzis' administration accuses former Mayor Frank Brocato of withholding it for 15 months, and Brocato denies concealing it. Derzis also detailed first-year steps on financial and cybersecurity concerns at the Oct. 26 City Council meeting, and he said the second audit found Hoover could not locate financial records from prior years or recover them from backups.
